Pedagogical Model Of Developing Professional Competence Of Leaders Of Educational Institutions

The article provides a theoretical justification and design of a pedagogical model for developing the professional competence of educational institution leaders. The relevance of the problem stems from the fundamental transformation of the school leader’s role - from administrative control towards instructional leadership and change management. Drawing on an analysis of scholarly literature and policy documents, the structure of competence is substantiated as a unity of motivational-axiological, cognitive, activity-technological and reflexive components, with criteria, indicators and a three-level assessment scale developed for each. The proposed model comprises target, content, technological, diagnostic and outcome blocks, and incorporates an eight-module curriculum, practice-oriented teaching technologies, mentoring and individual professional development pathways.
